Allow User to Dismiss Update Notifications and Skip Updates

We can currently close/dismiss notifications for resource and dataset downloads. We can dismiss notifications for updates we've already installed. I would also like the ability to dismiss all notifications, including software update notifications. There may be a reason why I want to delay installing an update or even skip it altogether and I would like to have control over what notifications I see on the toolbar. If I have decided to delay installing an update, I'd like to be able to dismiss the notification and then install the update when I'm ready. Allow me to dismiss it for that session at least. If I've decided to skip an update, allow me to click "skip update" or something similar so that I don't get anymore notifications until the next update cycle. We can still use the "Update Now" command to force an update, or we can go to Program Settings and install the update from the Internet section, so there's no need to constantly have a notification on the toolbar telling us to update. Updates and notifications for those updates should be completely in the user’s control. Logos updates are becoming increasingly disruptive to my workflow and I would like to take a more measured/deliberate approach to updating. Thus, I would like more control over the update process by turning off automatic updates, but I'd also like to be able to control the update notifications as well.
